The Bend City Council has adopted a resolution authorizing the City’s participation in Oregon’s extended ten-year Enterprise Zone property tax exemption program, as enabled by House Bill 4084.
The action provides Bend with an additional economic development tool to support business expansion, attract private investment and encourage the creation of quality jobs in the community.
Under Oregon’s Enterprise Zone program, eligible businesses may receive a property tax exemption on qualified new investments. House Bill 4084 allows participating local jurisdictions to offer an extended 10-year exemption for projects that meet enhanced state and local job generation and investment requirements and provide significant economic benefits.
“Bend’s economy is strengthened when local businesses have opportunities to grow and when employers choose to invest in our community,” said Mayor Melanie Kebler. “This Resolution gives the City another tool to support strategic investment, job creation, and long-term economic vitality while maintaining local oversight of the program.”
Participation in the program does not automatically approve any specific project. Businesses seeking the extended exemption must satisfy state eligibility requirements and any local criteria established by local governments.

The exemption applies only to the value of qualified new investments and does not affect taxes on existing property value.
