Oregon Health Authority to Spend $18 Million to Transfer Medicaid Eligibility from Cover Oregon to OHA

After a competitive process, the Oregon Health Authority (OHA) has awarded Deloitte Consulting, LLC a fixed-price, deliverables-based contract that is suppose to ensure Oregonians have seamless online enrollment into health insurance this fall. “Deloitte” is the brand under which tens of thousands of professionals in independent firms throughout the world collaborate to provide audit, consulting, financial advisory, risk management and tax services to select clients. These firms are members of Deloitte Touche Tohmatsu Limited, a UK private company limited by guarantee (DTTL). 

Deloitte will serve as the “system integrator” for transferring the technology for Medicaid eligibility from Cover Oregon to OHA and for the state’s transition from Cover Oregon the federal system for private health insurance coverage. The transition will be completed in time for the next open enrollment period, which begins November 15, 2014.

“We believe that Deloitte has the right skill set, a proven track record of success with integrated eligibility systems, a reputation for successful health insurance exchange project management, and staff with a deep bench of knowledge,” said Tina Edlund, transition project director for the Office of Governor Kitzhaber. “In addition, this contract has the strictest oversight and accountability to ensure the vendor delivers.”

The selection of a system integrator was made by a panel of state and independent reviewers after soliciting bids from 10 contractors and receiving three. Deloitte’s contract for November 15 deliverables has four major components:

1. Creation of a public facing website that will direct Oregonians to the federal technology to enroll and private plans and to OHA to enroll in Medicaid

2. Transfer the current Cover Oregon technology for Medicaid to OHA for enrollment via an online form that will connect directly to the state’s Medicaid system without manual processes

3. Ensure secure and complete transfer of information between OHA and the federal exchange

4. Create ability for system to screen for other public coverage

The total contract is for up to $18.4 million and requires Deloitte to meet specific deliverables. The contract follows a gap analysis conducted by Deloitte that indicates essential business requirements for online enrollment needed to provide a path to easier enrollment.

“We have delivered in other states and we are committed to doing it again so that Oregonians can enroll in health insurance online in November,” says Kevin Kelly, National Practice Director for State-Based Marketplaces at Deloitte Consulting, LLC.

The contract includes accountability and oversight terms. Payments are made only upon state approval of deliverables. Additionally, an amount is held back to ensure the system continues to work as delivered.
