BOLI Announces New Portal for Public Records Requests

The Bureau of Labor and Industries (BOLI) announced the launch of its new Granicus portal for public records requests, effective July 1, 2024. This new system is designed to streamline the process of requesting, tracking, and receiving public records, significantly enhancing efficiency and customer service.

The Granicus portal will replace the existing system and email method previously used for public records requests. The new platform offers a user-friendly interface that allows requestors to submit new requests, communicate with BOLI regarding their requests, and receive records directly through a single platform.

  • Streamlined Process: Submit and track requests, pay fees, and download records all in one place.
  • Enhanced Communication: Communicate directly with BOLI staff regarding your requests.
  • Efficiency: Improved processing times for records requests.

In conjunction with the launch of the Granicus portal, BOLI is introducing a new fee schedule for processing public records requests. These fees are necessary to help equitably manage the high volume of requests and ensure timely responses.

Fee Methodology: 

The new fee schedule is based on the actual cost of staff time and materials required to process public records requests. Fees are calculated according to the time spent by administrative staff, managers, and administrators, as well as the cost of copying, recordable media, and postage.

  • Staff Time: Charges vary based on who performs the work.
  • Materials: Costs for copies, CDs, DVDs, and postage are based on current market rates and actual usage.
  • Fee Estimates and Waivers: Requestors will receive a fee estimate which must be accepted prior to fees being accessed. Fee waivers may be requested by those unable to pay or who believe the records are being requested to serve the public interest and should be provided at no cost. Information on how to request a fee waiver will be included with all fee estimates.

Please note that any public records requests received before July 1, 2024, will not be migrated to the new system but will continue to be processed as usual. Those with open requests will receive a communication from BOLI staff on July 1, 2024. If you believe you have an open request and have not received a communication, or for updates on requests submitted prior to this date, please contact our office directly at Public.Records@BOLI.oregon.gov.

If you no longer need the records you have requested, we appreciate your letting us know, as this helps us prioritize requests where records are still needed.
