City Councilors Approve Phase I Agreement with Central Oregon Villages for Temporary Outdoor Shelter

Bend City Council voted to approve a $45,300 agreement with Central Oregon Villages for Phase I of temporary outdoor shelter operations. Central Oregon Villages is proposing a high barrier shelter program on Desert Streams Church property located at 62010 SE 27th Street in Bend.

“Homelessness is a growing and complex problem in our community, and we are excited to be a part of the solution working alongside other service providers, faith-based organization, the City and community members,” said Nicky Merritt, executive director of Central Oregon Villages.

The proposed managed village will provide safe and secure shelter, case management and supportive services for individuals currently unhoused or at risk of becoming unhoused. Central Oregon Villages is committed to providing a safe place for participants as well as neighbors. The desired outcome for participants is to gain skills and knowledge to overcome the barriers to long-term stable housing. The village at Desert Streams Church will be a high-barrier program requiring participants to be drug and alcohol free, engage in ongoing case management and be compliant with the village’s rules and policies.

The program offered by Central Oregon Villages is something we support.”
