COIC is soliciting eligible public transportation projects for consideration in the 2027–2029 Statewide Transportation Improvement Fund (STIF) Plan.
Who May Apply
Eligible transportation providers, local governments and organizations with projects that support public transportation are encouraged to apply. Potential applicants may include:
- Cities and counties
- Tribal governments
- Public transportation providers
- Public agencies
- Nonprofit organizations
- Private transportation providers
- Other eligible entities providing or supporting public transportation
Eligible Projects
STIF Formula funding may be used for eligible projects that maintain, improve or expand public transportation. Examples may include:
- Maintaining or expanding transit service
- New routes or increased service
- Regional and intercommunity transportation
- Transportation for older adults and people with disabilities
- Transportation supporting students
- Mobility management and transportation coordination
- Transit vehicles and equipment
- Passenger facilities and amenities
- Transit technology and passenger information improvements
- Other eligible public transportation projects that improve mobility, access and connectivity
Proposed projects must meet applicable STIF requirements and should address identified transportation needs and be consistent with applicable local or regional transportation plans.
Application Submissions and Deadline
Applications must be received by October 2, 2026 by 5pm.

Project Review and Public Process
Applications will be reviewed for eligibility and completeness and considered through COIC’s Qualified Entity STIF planning and advisory process.
The applicable STIF Advisory Committee(s) will review proposed projects and provide recommendations and prioritization for inclusion in the 2027–2029 STIF Plan. These recommendations will be presented to each Qualified Entity’s board for approval. During the STIF Advisory application review meeting, applicants must be available to present their applications for consideration and be available for any follow up questions the STIF Advisory Committee may have. COIC will create a schedule prior to this meeting that will be shared with applicants to inform applicants when they need to present their projects to the committee.
Following the required public process and approvals, COIC will submit the final STIF Plan to ODOT for review and approval.
