In an effort to increase and diversify the funds that support their public workforce system, East Cascades Works is replacing the part time administrative position they had this program year with a full time Program Manager position focused on contracts management to free existing staff up to generate new resources and partnerships that benefit our communities.

East Cascades Region: The East Cascades workforce region includes ten counties in rural Oregon: Hood River, Wasco, Sherman, Gilliam, Jefferson, Wheeler, Deschutes, Crook, Klamath and Lake. This region has three very distinct labor sheds: Columbia Gorge, Central Oregon, and Klamath Basin; home to over 300,000 people and spanning 30,000 square miles.
Job Description Title: Program Manager
EC Works is searching for a Program Manager who:

Experience Preferred:
- Working understanding of the public workforce system in Oregon (WorkSource) and Workforce Innovation and Opportunity Act (WIOA);
- Familiarity with highly regulated Federal funds, including the ability to interpret and apply rules and regulations to field operations;
- Project and/or contracts management; and
- Experience in workforce development, education, public administration and/or related
Duties:
- Provide direct support to EC Works’ Program Directors;
- Implement strategic vision of the organization at a sub-regional and local level;
- Coordinate across programs and projects;
- Manage contracts with WIOA Youth, Adult and Dislocated Worker Programs throughout the entire East Cascades region;
- Oversee field operations in WorkSource centers throughout the entire East Cascades region;
- Serve as I-Trac (MIS system) point of contact for the entire East Cascades region;
- Conduct ongoing program monitoring of WIOA sub-recipient contracts and budgets for compliance and performance;
- Implement corrective action and provide technical assistance when projects or programs are not meeting contract obligations;
- Facilitate meetings with various key stakeholders, both in person and remotely via use of technology;
- Provide detailed reporting to EC Works’ Program Directors;
- Develop program standards and protocols that ensure continuous improvement and quality workforce services;
- Work with EC Works Program Directors to identify risks and opportunities across multiple programs, strategies and/or resources;
- Facilitate and coordinate Local Leadership Teams in Columbia Gorge, Central Oregon and Klamath Basin; and
- Other duties as
