Jefferson County Seeks Public Input on Proposed Class IV ATV Routes

Jefferson County is inviting residents and interested stakeholders to help shape the County’s future Class IV ATV route system by submitting recommendations for County road segments to be considered for inclusion on the Official Class IV ATV Route Map.

The Jefferson County Board of Commissioners recently adopted a Class IV ATV Ordinance that authorizes the operation of Class IV all-terrain vehicles only on County roads designated on the Official Class IV ATV Route Map. The route map will be adopted by resolution of the Board following a public review process.

Community input is an important part of developing a route network that provides safe, practical, and connected access for Class IV ATV users throughout Jefferson County. The County encourages residents, landowners, and other interested community members to participate by identifying road segments they believe should be considered.

Submission Deadline: Recommendations must be received by August 10, 2026.

After the submission period closes, County staff will compile all proposed road segments and evaluate them using criteria approved by the Board of Commissioners. The recommendations will then be presented to the Board for consideration. The Board may approve, modify, or reject any recommended road segment before adopting the Official Class IV ATV Route Map.

Submitting a recommendation does not guarantee that a road segment will be included on the final map.

Class IV ATV Definition. PLEASE NOTE this Ordinance pertains only to Class IV all-terrain vehicles as defined by ORS 801.194(2). “Class IV all-terrain vehicle” means any motorized vehicle that: (a) Travels on four or more tires designed for off-road use only; (b) Is designed for or capable of cross-country travel on or immediately over land, water, sand, snow, ice, marsh, swampland or other natural terrain; (c) Has nonstraddle seating; (d) Has a steering wheel for steering control; (e) Has a dry weight of 3,500 pounds or less; (f) Is 75 inches wide or less at its widest point; and (g) Was originally manufactured for off-road use only.

The ordinance does not apply to other classes of ATVs or off-highway vehicles.
