Community members, partners and local leaders are invited to attend Rooted at Northpoint’s Building Kick-off Tuesday, September 22, 10am, at 1400 NE Larch Avenue. The event will celebrate the next major phase of Northpoint Vista, a 40-acre mixed-income neighborhood bringing 445 new homes to northeast Redmond.
Northpoint Vista represents years of collaboration between the City of Redmond, Deschutes County, public agencies, developers, contractors and affordable housing organizations working to increase housing opportunities across a range of incomes.
“This project delivers real value for Redmond, creating a more attainable path to homeownership. The integrated master plan combines diverse housing with open space as well as much-needed housing in Northeast Redmond that brings residents closer to employment,” remarks Redmond Mayor Ed Fitch.
Redmond was selected for Oregon’s Affordable Housing Pilot Program in 2019, allowing the city to expand its urban growth area for development of the mixed-income neighborhood. Subsequently, Deschutes County granted the land for Northpoint Vista. Under the pilot program, at least 30 percent of the homes at Northpoint Vista will be affordable to households earning no more than 80 percent of Area Median Income.
The City of Redmond contracted Edlen & Co. and deChase Miksis as the master development team for Northpoint Vista, providing site and infrastructure design, entitlement assistance and infrastructure management for the overall development.

Development of the 40-acre site requires significant infrastructure work to support hundreds of future homes and planned community amenities. Taylor Northwest, DOWL, Redpoint Construction Management are among the partners helping move that work forward.
Building a New Mixed Income Neighborhood
Northpoint Vista is designed to bring together housing at multiple levels of affordability rather than separating affordable housing from the broader community. Market-rate, workforce and affordable homes will be developed as part of the larger neighborhood.
Northwest Community Housing Foundation in partnership with RootedHomes Community Land Trust will develop 30 permanently affordable homeownership opportunities through a community land trust model. “Northpoint is an example of what it will take to address the housing affordability crisis in Central Oregon: bringing many partners to the table, leveraging each organization’s strengths, and working collaboratively toward solutions that create lasting affordability and opportunity for our communities,” said Eliza Wilson, executive director at RootedHomes.
“Our project portion, Rooted at Northpoint, is an exciting opportunity to transform 3 acres of bare land into a new neighborhood for Redmond. Working alongside Northwest Community Housing Foundation, RootedHomes, the City of Redmond, and OHCS, we’re helping create 30 affordable single-family homes on a Community Land Trust model at a time when affordable housing is a top concern and need for Central Oregon.
