January 8, 2026 UDRC Board Meeting Minutes

Attending: Helen Marston, Les Adams, Dean Richardson, Dave Frank, Glenna Larsen, Jim Larsen. Meeting called to order at 2pm January 8, 2026

Election of Officers

Unanimous vote as follows (term of one year):

  • Jim elected as President
  • Glenna elected as Treasurer
  • Dean elected to another term as Vice President
  • Dave agreed to take on the Secretary position

Defensible Space Program Review

  • Financial summary and Statement of Activities were distributed, discussed and approved.
  • 1099’s for contractors (who need them) have been sent out.
  • UCRC 2025 annual report sent to the mailing list.

Programs Management

  • Reimbursement program on hold until country funds are made available – expected by March of 2026.
  • The Low-income Senior program is fully allocated at this point. New applications will be added to a waiting list.
  • Kevin Morarity (county forester) who enjoyed working with UDRC has left his position. Lauren Street will be the acting forester.
  • UDRC is looking for 2 more assessors for the Low-income Senior program.  Perhaps Newberry Regional Partnership (NRP) or other organizations could help find these assessors?
  • Looking to add one more contractor for the Low-income Senior program.  This contractor needs to be willing to include Firewise standards.
  • Jim will investigate property maintenance services available for Low-income Senior program applicants.

UDRC Merger Plans

  • NRP still seems the most logical choice.  But they simply are not ready.  Perhaps in 6 -12 months that will change.  NRP does support UDRC’s programs.
  • In the meantime Glenna and Jim are preparing “how to” documents to cover UDRC in the event Jim or Glenna are not able to preform their duties.  Rough drafts will be available at the next Board meeting.
  • With these contingency documents (the how to’s) they would need a bookkeeper and 2 program manages to train.

2026 Budget

  • Proposed budget presented and discussed
  • Board approved budget as presented
  • The budget calls for available funding for 96 applications for reimbursement program
  • The budget also includes funding for 25 applications for the senior program

Discussion

  • River Meadows community has a large debris pile that requires an EPA permit to burn.  This would be a good project for the proposed county mobile slash incinerator.
